Need to pay your water bill or get water hooked up to a residence or commercial building?
The Finance Department, overseen by Chris Phillips, Assistant City Manager of Administration, is there to help. The Department also issues business registrations, privilege licenses for those selling beer and wine, and peddler licenses as well as sending out the water and sanitation bills.

The City's Finance personnel are responsible for administering the financial functions of the City. This consists of overseeing all accounting, and fixed assets records, investment of funds, collection and disbursement processes, billing for services and administration of budgets.The Finance Department also helps other employees by providing financial data and information to internal customers, such as other City departments, contractors, the City Manager and City Council.

The Finance Department has won the prestigious Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association for over two decades. A copy of the City's Financial Statement/Audit is always available at Reidsville City Hall, 230 West Morehead Street, for viewing by the public during normal working hours.

Water Bill
Utility bills are sent out on the 18th and 30th of each month. Payments are due on the 5th and 19th of the month. Payments should be mailed to the City of Reidsville Finance Department, 230 W. Morehead Street, Reidsville, NC 27320. Customers can pay bills online or by an automated phone system. You can still use the debit/credit card service in person or over the phone by calling (336) 349-1054. A night depository drop box is also available at the rear of City Hall.

Now you can access your usage information, account history, payment history, setup credit card and bank drafting, update contact information, and pay your water bill online, 24 hours a day. Make payments by Visa, MasterCard or Discover. Please have your account number ready. Automated Telephone Payments (IVR) ($1.25 Convenience Charge)
By credit/debit card - You may make a telephone payment and access your account balance information 24 hours a day, 7 days a week by calling 1-866-254-7137. Please have your credit/debit card and account number ready before calling. MasterCard, Visa, and Discover accepted.

Reidsville City Hall Finance has a great customer service person to take payments or there is a conveniently located drop box, located at the rear of City Hall. Reidsville accepts cash, check, debit cards, money orders, VISA, Discover, and MasterCard at the following location:

Transfer Water Service
Steps to getting your water service transferred

An application is submitted to the Customer Service Department, located on the first floor lobby area of City Hall (enter through front door closest to Main Street).

A non-refundable connection fee of $15.00 is required.

Renters will be required to pay a $75.00 deposit for service inside the City limits. A $150.00 deposit is required for service outside the City limits.

The meter is read before water service starts to get a beginning reading.

You will not be billed for service for at least 28 days after your service begins.

Water bills are due when rendered. A late notice is mailed after the due date. This notice will include a 1.5% late charge.

If payments are not made within 10 days after the due date, a $40.00 late penalty will be charged. Water service will be subject to disconnection without further notice.

A returned check fee will be assessed for all returned checks and drafts. Returned checks will be electronically re-presented by a third-party vendor, who will charge their fee for this service directly to the account.

If you are 65 years or older, you may apply for a Senior Citizen discount of $1.00 per month off your water bill.

Bank draft service is available.

Bills may be paid with a debit or credit card by phone or at City Hall.

A night depository is available at the back of City Hall for payment after regular business hours.

Register a Business
Registering Your Business...What you need to know
Who needs one?
Anyone with a business located within the City of Reidsville must pay a Business Registration Fee of $15.00 annually.
The North Carolina General Assembly has eliminated privilege licenses except for those businesses that sell beer and wine.
How do I register my business?
Businesses may register at the Finance Department located on the first floor of City Hall in the lobby area, 230 W. Morehead St.(enter through front door closest to Main Street). The Business Registration form is available on-line. The fee is valid for from July 1 to June 30.
Businesses selling beer and wine can use the attached business registration license application and return it to the Finance Department The privilege license is valid for the fiscal year of May 1-April 30.

Peddler's License
What you need to know
Peddlers and Solicitors/Canvassers must apply for a license with the City of Reidsville Tax Collector's Office. Applications are available upon request.
​
Upon approval by the Tax Collector, peddlers and solicitors/canvassers may only sell goods or merchandise during the hours of 9 a.m. until 9 p.m. Mondays through Saturdays. All other times are prohibited. The license must be carried by the peddler or solicitor at all times while they are engaged in peddling or soliciting/canvassing.

The license period for peddlers and solicitors shall be effective during the fiscal year, beginning on July 1st and ending on the following June 30th. The license period for itinerant merchants shall be for one year immediately following the issuance of the privilege license.
The following rules and regulations should be adhered to:

Those peddling or soliciting in door-to-door sales, whether it be residential or commercial sales, must be invited to sell their wares by the owners or occupants of the property.

"No Soliciting" signs on property must be obeyed.
-
No peddler or solicitor/canvasser shall obstruct any street, alley, sidewalk or driveway without first obtaining the permission of the property owner or person in lawful possession of the property to do so.

No peddler or solicitor shall engage in peddling or soliciting on any public street, alley, parking lot or other public place after having been requested to desist by any law enforcement officer employed by the City.
-
No peddler or solicitor shall shout or cry out to sell his wares, goods or merchandise, nor blow any horns or use any other similar device to attract the attention of the public.
Please be aware that it is a class 3 misdemeanor punishable by a fine not to exceed $200 for a person to:

Fail to obtain a license as required by this Article.
-
Knowingly give false information in the application process.

If a person fails to produce his privilege license later produces in Court a valid license which has been issued prior to the time the person has been charged with such violation, such person shall be found not guilty of the violation of conducting business under this Article without first obtaining a privilege license.
Pay Fines & Fees
Fines for parking tickets, animal control violations and/or fees for impounded vehicles may be paid at the City Finance Department located at the Reidsville City Hall at 230 W. Morehead Street. The following fine or fee schedule is subject to change:

Parking Tickets
General Parking Violations - $ 10.00
Fire Lane Violations - $25.00
(Fines not paid by the deadline indicated on the parking ticket will subject the violator to being prosecuted in district court).

Animal Control Violations
$85.00 per animal running at large (To pickup an animal, the receipt obtained from the City Finance Department must be presented to personnel at the Animal Shelter in Wentworth).

Impounded Vehicle
To claim an impounded vehicle:

Contact the Detective Lieutenant to ascertain the actual towing fee for the impounded vehicle and show proof of ownership.

Pay the towing fee at the Collections window at the City Finance Department. Obtain a receipt of payment.

Meet the Detective Lieutenant as instructed to claim the impounded vehicle.
Water & Sewer Tap Application
Steps to getting a new water or sewer tap

Residents or contractors in need of a new water or sewer tap should submit an application to Denise Toms in the Finance Department, located at 230 W Morehead St, Reidsville, NC 27320, or by emailing the application to dtoms@reidsvillenc.gov. The water and sewer tap application can be found here.

Once the application is received, our Engineering Department will review the application to confirm availability and follow up with any questions they may have.

Upon confirmation from Engineering and payment of required fees, Public Works will notify 811 to locate all underground utilities within the area and place the work request in our queue.

Our Water and Sewer Division will install the requested services and notify Finance that the work is completed.

Payment for this service is based on the requested service sizes and must be paid for in advance.

Our fee schedule is approved annually by our City Council and can be found here. Larger meters are sold at cost, so please contact Public Works for more information on anticipated cost.

Generally, this process can take 5-7 business days to complete. Utility location services are required to have a minimum of 3 days advance notice of any digging activity in North Carolina. Larger meter requests can take substantially longer due to part acquisition.
