Public Facilities and Public Service Needs: Penn House Project

Separate sealed bids for City of Reidsville’s Penn House Project will be received from qualified bidders at City Hall, 230 W Morehead Street, Reidsville, NC 27320 on Thursday, February 23, 2023 at 4 p.m., then at said office to be publicly opened and read aloud. Bids must be delivered to the Owner at City Hall and addressed to Ms. Judy Yarbrough. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.
The CDBG-CV project is designed to help the City respond to the COVID-19 pandemic and prepare for future pandemics and includes the construction of a building at the Penn House property to allow for social distancing, partnerships for health screenings and COVID-19 testing, and partnerships for telehealth opportunities. The project consists of construction associated with a new 4,700-square-foot, single-story community building to be built adjacent the Penn House in Reidsville, NC.
Qualified General Contractors may obtain plans, specifications and bidding documents, including bid form, bid bond, performance and payment bond, and other contract documents from Lauren Beverly (LBeverly@CPLteam.com). Construction documents shall be provided via electronic files (PDFs). Paper copies shall not be provided. A plan deposit is not required. All project-related questions are to be submitted in writing to jyarbrough@reidsvillenc.gov and LBeverly@CPLteam.com.
Bid Documents will be available no later than January 18, 2023. Complete plans, specifications, and contract documents will also be open for inspection at Construct Connect and Dodge plan rooms.
All contractors and all subcontractors must have proper license in accordance with State laws governing their respective trades in accordance with General Statutes of North Carolina Chapter 87.
A Pre-Bid Conference and site tour will be held at the Penn House, 324 Maple Avenue, Reidsville, NC 27320 on Thursday, January 19, 2023 at 2 p.m. Attendance at the Pre-Bid Meeting by all contractors bidding is highly recommended.
This project is being funded in whole or in part by the Community Development Block Grant Program - Corona Virus program (CDBG-CV). All federal CDBG requirements will apply to the contract: Bidders on this work will be required to comply with Section 109 and E.O. 11246 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, Davis Bacon Act, Anti-Kickback Act, and Contract Work Hours and Safety Standards Act. The City is committed to and supportive of efforts to effectively maintain and/or increase the use of Small and Minority/Women-Owned Business and Historically Underutilized Businesses (HUB) contract participation for Construction Projects, services (including professional and consulting services) and commodities purchases, AND increase contract participation to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968 (24 C.F.R Part 135).
No bidder may withdraw his/her bid within (45) days after the actual date of the opening thereof, except as provided by law. The City reserves the right to waive any informalities or to reject any or all bids.
