The City of Reidsville July 29, 2024 Request for Qualifications On Call Engineering Services Introduction The City of Reidsville is soliciting proposals to assist the City with Engineering Services on an as-needed basis. The City is interested in obtaining the professional services of consulting firms in the State to support both daily activities with the recent retirement of our in-house Engineering staff and support for various projects for an initial period of three (3) years, and two (2) one-year optional extensions. Firms that serve North Carolina local governments in similar capacities are strongly encouraged to respond. Services typically conducted by the selected firm will include but are not limited to the items listed in this RFQ. Work shall be performed on an as-needed basis as authorized by the City Manager or the City Manager’s designee. Engineering firms must be licensed to practice engineering in North Carolina and be in good standing with the North Carolina Board of Examiners for Engineers and Surveyors. The City of Reidsville may select multiple firms as it sees fit to mitigate potential conflicts of interest if one of the firms is also providing professional services to private developers within the City limits. Background The City of Reidsville has a population of roughly 14,500 and is just under 15 square miles. Within the City limits, Public Works oversees approximately 100 miles of roads, water, and sewer as well as 9 MGD Water Treatment Facility and 7.5 MGD Wastewater Treatment Facility. The City employs two full-time engineering staff; however, both have recently retired or are planning to retire in the coming weeks. While the City has seen minimal population growth over the past 30 years, numerous single-family and multi-family developments are in various stages of design and construction. The City operates under the Council/Manager form of government and has an annual budget of $33.8 million. Selection Schedule The City anticipates the following general timeline for its selection process. The City reserves the right to change or cancel the selection process as it sees fit: · RFQ advertised and published: August 1, 2024 · Proposal due date: 5:00pm on August 27, 2024 · Proposal Evaluations: August 28 & 29, 2024 · Present Recommendations to City Council: September 10, 2024 · Contract Start Date: September 11, 2024 Scope of Services The selected firm shall be experienced in providing professional engineering services that include, but are not limited to, the design, funding, bidding, reviewing, construction administration oversight and construction inspection of projects consisting of both governmental type capital projects and private development including all aspects of water distribution, sewer collection, stormwater drainage systems, stormwater detention, capacity analysis, roadway improvements, water and wastewater treatment. The selected firm will confirm their ability to perform the following scope of services: · Serve as the interim City Engineer until such time as a permanent replacement is selected. · Under the direction of City Manager or designee, oversee capital project designs and construction. Provide sufficient detail in plans and specifications for successful bidding and construction of needed infrastructure improvements, replacements, or expansions. · Serve as a member of the Technical Review Committee (TRC) and provide comments/recommendations for adherence to City policies and best engineering practices. · Consult, apply and inform County, State, and Federal regulatory agencies as required on projects. · Assist with budgeting estimates for potential projects, short- and long-range planning or rate studies as needed. · Review, recommend or modify engineering related ordinances, construction standard details and specifications. · Review, assist and compile funding applications as needed for existing and potential projects. · Serve as the City’s Project Manager on public improvement projects. · Provide sewer capacity analysis on collection system to ensure available capacity exceeds projected flows for potential or future developments. · Attend all meetings as requested by the City of Reidsville. · Periodically review construction sites as needed to confirm compliance with plans and specifications. · Review existing and update master plans and feasibility studies as requested. · Recommend subconsultants as needed on design projects or where additional, unique expertise is required. · Provide any additional professional or special services as required to support the continued operations and goals of the City of Reidsville. All inquiries for the City Engineering Services’ time shall be channeled through either the City Manager or City Manager’s designee, who must authorize such request before the selected engineering firm shall perform any services. Proposals shall not exceed 15 pages in length exclusive of the front and back covers. Questions Questions or clarifications regarding this RFQ should be emailed no later than August 7, 2024 at 3:30 p.m. to Josh Beck, jbeck@reidsvillenc.gov using the subject line “Questions regarding RFQ for On Call Engineering Services”. Responses to all questions will be provided no later than August 9, 2024 at 3:30 p.m. Reservation of Rights The City reserves the right to: 1. Seek clarification of any documents or portions of documents provided during the review process including requesting additional information if deemed necessary. 2. Negotiate a final contract that is in the best interest of the City and its needs. 3. Reject any or all proposals as the City sees fit. 4. Cancel the RFQ at any time should changes or conditions occur, as determined by the City at its sole discretion. 5. Award the contract to any engineering firm that the City sees fit based on the evaluation criteria set forth in this RFQ. Public Records All proposals submitted to the City of Reidsville become the property of the City, thus becoming subject to disclosure pursuant to the North Carolina Public Records Act. Once a contract is awarded, any proposal received and opened shall be made available for public inspection upon request. Any projects denoted or other information deemed proprietary must be properly marked to ensure documents are removed. The City will do its best to ensure confidentiality of these materials to the maximum extent allowed under the North Carolina Public Records Act. Cost The City of Reidsville will not reimburse any cost incurred by responding to this RFQ. Minimum Qualifications The City will review all Statements of Qualification received to ensure that the following minimum criteria is met: · At least one professional engineer is licensed to work within the State of North Carolina. · The ability to provide the necessary professional services outlined above by the City, State, or Federal Government, whichever applies. · Has the financial resources necessary to provide the requested engineering services. · Is currently in good standing with the North Carolina Board of Examiners for Engineers and Surveyors. Proposal Contents Proposals provided shall contain, at a minimum, the items listed below. Interested firms are strongly encouraged to provide additional information that highlights their unique qualifications. · The name of the person or persons authorized to represent the engineering firm and sign any agreements or contracts which may result in selection from this proposal. · Detailed information on the engineering firm’s ability to provide the technical services outlined above including their methodology and procedures to address similar projects or situations. Provide details of the organizational structure of the firm and list any additional services that could be beneficial to the City. · The names and resumes of several professional staff who will likely perform the work or represent the City on the various tasks previously outlined. Include a description of their qualifications, experience, certifications, and responsibilities. We strongly encourage that you highlight any experience serving local government. · Highlight previous experience with any laws and regulations governing water, sewer, stormwater, streets and roads including design and construction of water and wastewater treatment facilities. · Detailed information on the firm’s current workload and available capacity to quickly address questions or concerns from citizens or staff. Must show ability to review any plans and specifications submitted to the City within the 10-day review period. · Provide a list of at least three references from clients whose similar services have been previously provided. Please ensure that sufficient contact information is provided including business or city name, contact name, email address and telephone number as well as description of services provided. · Proof of professional liability insurance of at least $1 million and Worker’s Compensation Insurance (These forms will not be counted as part of the 15-page limit outlined above). Evaluation Criteria All proposals received containing the minimum qualifications above by the requested deadline will be evaluated by City staff using the following four criteria: · Firm’s previous experience, overall reputation, and current workload (25 points) · Project Management Approach (25 points) · Experience of proposed team in working with local governmental agencies and completing municipal capital projects (35 points) · Thoroughness of appropriately responding to this proposal (15 points)
- New Procedures for Street Closings Started July 1, 2024
Anyone wishing to close a City of Reidsville street, parking lot, parking space or sidewalk will need to fill out a new application as of July 1, 2024. City staff had been working on updating the current application process and Code of Ordinances after receiving more and more requests to close such areas. Each time a City street or parking area is closed, it takes a lot of staff time and use of City-owned equipment to implement these closures, City Manager Summer Woodard explained. In order to offset some of the costs experienced by the City, new fees came into effect beginning July 1. First, a Special Event Application fee of $25 will be charged to any person or organization wishing to close a City street, parking lot, parking space or sidewalk for their event. An additional $25 will be charged for closure of a parking lot, parking space or sidewalk; $50 for a single street closure (one block or less); and $100 for multiple streets and/or intersection closures. These additional fees are based on the amount of time and resources, including use of City equipment, needed to block off these areas for closure. Also, a $10 charge will be conveyed for each City trash receptacle needed. Those events that will need public safety officers will be charged $35/Hour/Officer. Special Event liability insurance will also be required. Other changes include an earlier deadline to get applications into the City for consideration. Applicants must get their fully completed form into the City at least 45 days prior to their special event for consideration by the City’s Technical Review Committee (TRC) and final approval. The TRC, in consultation with the Reidsville Police Department, will determine how many safety officers must be secured based on the nature of the event. The $35 per hour pay rate per officer is based on the rate to secure an off-duty officer. - Brown named Reidsville's new Marketing/ED Director
An Economic Development Manager with the City of High Point will be filling a newly created position within the City of Reidsville. Montana L. Brown will become Reidsville’s new Director of Marketing & Economic Development starting July 1, 2024. As part of a restructuring plan, the City has combined its previous Economic Development Director and City Marketer positions into one. Among his job duties, Brown will oversee the Penn House and Main Street Managers as well as another newly created position, Business Development Manager. As a member of the City’s Management Team, Brown will work across departments as he seeks to create marketing campaigns to attract new residents and businesses, both in the downtown and across Reidsville. Along with his departmental team, he will work on a cohesive marketing strategy and economic development plan to fuel the City’s current and expected growth in the areas of new housing, new businesses and new industries. He will also support Rockingham County Economic Development in attracting potential large-scale industries to Reidsville. This position is also called upon to assist and coordinate a variety of special projects on behalf of the City. Brown will report directly to City Manager Summer Woodard. “We are excited to welcome Montana to our team,” Woodard said. “His enthusiasm and experience appear to be a great fit for Reidsville as we are expecting to see a lot of growth opportunities over the next few years.” Brown came to High Point from the private sector in March of 2021, first serving as an Administrative Specialist in the City’s Planning & Development Department. In June of 2022, he was promoted to Economic Development Manager, where he conducted research and analysis of industrial, workforce and economic data trends for the City. He worked directly with economic development allies on various projects and identified available industrial and office building sites for clients and consultants. In this position, he also created and maintained City-related webpages and coordinated marketing materials and organized presentations for potential clients and initiatives. “I am thrilled to start working with Team Reidsville to leverage the community’s recent momentum,” Brown said. “From the beginning, it was clear that the City has assembled a remarkable group. In this role, I aim to expand Reidsville’s tax base, create new job opportunities, attract new residents, and foster community engagement. I’m grateful for the opportunity and can’t wait for the challenges ahead.” A 2017 graduate of Appalachian State University, Brown received his Bachelor of Science in International/Comparative Politics concentrating in Economics. While there, he also minored in Spanish.
- Reidsville Council approves rate increase effective 10/1
For the first time in four years, the City of Reidsville will be increasing rates due to rising costs of maintaining its utility systems. The City’s Fiscal Year 2024-2025 budget, approved Tuesday night by the Reidsville City Council, includes a 35% rate increase. The average residential utility user will see their bill go up a little less than $20 per month. The bills for commercial and industrial users will increase proportionately based on their meter size and use. City staff requested the change be delayed until October 1st to allow residents and businesses time to budget for the increase. “While no one wants to pay more for these services on top of higher prices on most every other thing we have to buy, we hope that our citizens can understand the needs behind this increase,” Mayor Donald Gorham explained. Like its residents and businesses, the City of Reidsville has seen costs rise with historically high inflation, supply chain issues and the rising expenses related to employees. Chemicals related to operating the Water and Wastewater plants are a specific area of increase with some items more than doubling in price. Operating costs alone represent a12.6% increase. The City must continuously reinvest in the utility system infrastructure. Fortunately, grants and low-interest loans from Federal and State resources are available to assist. The City has three current improvement projects under way that are funded with 20-year low-interest loans (some at 0%). As the projects are completed, the loan payments will come due. The new debt service equates to a 6% rate increase. As part of analyzing the current status of the enterprise systems, an outside firm, McGill Engineering, was contracted by the City to complete a Comprehensive Improvements Plan (CIP), which takes an in-depth look at current and future needs of those utility systems. Current year capital needs identified in the plan along with departmental requests totaled $1,600,000, which requires a 16.4% rate increase. The CIP also looked at what the City’s utility rates need to be in order to operate. The increase was supported by the report. Because the two funds are operated independently, the 35% increase is actually broken down as 65% to water rates and 25% to sewer rates. While most customers have both water and sewer service, some with only one or the other will see the different percentage applied to their bills. Prior to this increase, Reidsville had the lowest utility bills in Rockingham County for the average user. This increase will bring the rates in line with the average rates for the services provided by all of the systems within the County. The City will continue to promote the upcoming October date for the increase in efforts to inform customers. As always, customers are encouraged to contact the City with questions and concerns.

- Reidsville Splashpad to open on Memorial Day Weekend
The City of Reidsville will be cutting the ribbon on its latest recreational facility at the start of Memorial Day Weekend. The City, in conjunction with the Reidsville Chamber of Commerce, will officially open the new Splashpad at lower Jaycee Park, 2010 South Scales Street, during a 12 noon ribbon cutting on Friday, May 24. “We have been able to utilize grant funding to create this water experience for our residents, both young and old,” said Haywood Cloud Jr., Assistant City Manager of Community Services. “We hope people will be able to enjoy the Splashpad during the hot days of summer.” In 2020, the Reidsville City Council first expressed an interest in offering the amenity to its citizens. When American Rescue Plan funding became available, City staff began implementing the Council’s vision and fulfilling the governing board’s mandate to use the ARP funds for projects that all Reidsville residents could enjoy. Additional City funding was added to make the Splashpad a reality. The Reidsville Splashpad includes several fun water features, among them the Scorpion, Spray Cannon, Turtle and a Super Splash (bucket drop). The features are sized for different ages to enjoy. Reidsville Public Works and Parks & Rec staff have been trained in the upkeep and maintenance of the facility. Admission to the facility is free. Children 12 and under must be accompanied by an adult. The facility also features a concession stand with snacks and drinks. Hours of operation will vary. Mondays through Thursdays the Splashpad will be open 10 a.m.- 7:30 p.m. Every two hours the facility will be closed for a half hour from 12 noon-12:30 p.m., 2:30-3 p.m. and 5-5:30 p.m. This will allow staff time to clean the Splashpad fixtures and prepare for the next session. Friday through Sunday the facility will be open from 12:30-5 p.m. and be closed for cleaning from 2:30-3 p.m. The Splashpad will also be available for exclusive rental during the weekend. Those hours will be 10 a.m.-12 noon and 5:30-7:30 p.m. on Fridays and Saturdays and 5:30-7:30 p.m. on Sundays. Call the Reidsville Parks & Recreation at 336-349-1090 for pricing and more information.
